On July 22, the Government of Japan announced the initiation of an anti-dumping investigation concerning imports of Nickel-Contained Stainless Cold-Rolled Steel Strip and Cold-Rolled Steel Sheet from the People's Republic of China and Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu.

In response to the sharp increase in steel exports from China driven by excess capacity, a growing number of countries and regions have implemented trade remedy measures. Japan is also facing mounting import pressures, and the need for appropriate trade remedy measures has become increasingly urgent.
Against this backdrop, the Japanese steel industry has been strengthening its monitoring of unfair imports practices. In January of this year, the Japan Iron and Steel Federation (JISF) submitted a formal request to the Government of Japan seeking the application for trade remedy measures and has since engaged in ongoing dialogue with them.

The investigation announced today is understood to be conducted by the Government of Japan in a fair and independent manner, in accordance with World Trade Organization (WTO) rules, with the aim of addressing unfair import practices. The Japanese steel industry will fully and appropriately cooperate with the investigation.

Furthermore, the Japanese steel industry will continue to strengthen its monitoring efforts on unfair imports practices, not limited to the products subject to the investigation that has been just initiated, and will consult with the Japanese government each time it becomes necessary regarding further trade remedy measures.
