Chairman's Comments

Regarding the determination to continue the anti-dumping order on certain hot-rolled carbon steel plate and high-strength low-alloy steel plate in Canada.

On March 13, the Canadian International Trade Tribunal (CITT) determined to continue the anti-dumping order on certain hot-rolled carbon steel plate and high-strength low-alloy steel plate from Japan as a result of the expiry review.

During the expiry review proceedings, the Japanese steel industry has claimed that the expiry of the anti-dumping order on certain hot-rolled carbon steel plate and high-strength low-alloy steel plate from Japan is not likely to result in injury to the Canadian steel industry.

We believe that it is inappropriate and regrettable that the CITT has rejected our arguments and concluded to continue the anti-dumping order on certain hot-rolled carbon steel plate and high-strength low-alloy steel plate imported from Japan.

The Japanese steel industry will carefully study this decision and determine a proper course of action.
