Regarding the Final Determination for Indonesian Anti-Dumping Investigation on Imports of Cold Rolled Coils/Sheets Originated Inter-alia Japan

The government of Indonesia decided on March 19, 2013 to implement anti-dumping measures for 3years on cold-rolled coils/sheets imported from Japan, China, Korea, Taiwan and Vietnam.

During the anti-dumping investigation, the Japanese steel industry repeatedly stated that exports of cold-rolled coils/sheets from Japan have caused no injury to the domestic steel industry in Indonesia. We also repeatedly stated that it causes irreparable damage to Indonesian manufacturing industry, including automotive, and to the Indonesian economy if anti-dumping measures were ultimately imposed on cold-rolled coils/sheets from Japan.

Furthermore, at the end of December 2012, Indonesian authorities responsible for anti-dumping investigations – Indonesian Anti-Dumping Committee (KADI) determined that the aforementioned steel imports have caused injury to the Indonesian industry. From the standpoint of public interest, supported by the Japanese government and steel consuming industries, the Japanese steel industry has actively urged the Indonesian government to prevent anti-dumping measures from being invoked during the process of final determination..

Nevertheless, the Indonesian government has rejected our statements, and decided to enact the anti-dumping measures against all cold-rolled coils/sheets application from Japan including it for use of automotive industry. This is unfair and extremely regrettable decision.

The Japanese steel industry will request the Indonesian government to reconsider the determination, and will carefully examine the decision including analysis in the light of WTO consistency. After holding discussion with the Japanese government officials, we will determine a proper course of action.
