Regarding the ITC’s Decision to Continue Anti-dumping Duties on Welded Large-Diameter Line Pipe from Japan

The U.S. International Trade Commission (ITC) on October 2 decided to maintain anti-dumping duties on Japanese welded large-diameter line pipe (WLDLP) as a results of a sunset review process.

Japanese steel mills continue to produce WLDLP at full capacity because of strong demand associated with the tight global supply of energy sources. Demand is particularly strong for pipes used to transport natural gas. Japanese steel mills are unable to increase output capacity for these pipes. Furthermore, steel mills in Japan make only high-end products. Based on these facts, the Japanese steel industry stated to the ITC that it is not possible for imports of WLDLP to cause any damages to the U.S. steel industry. Nevertheless, the ITC’s decision recognized damages caused by imports of these pipes from Japan. We believe that the continuation of anti-dumping measures is inappropriate and unacceptable.

Two major U.S. pipeline engineering companies participated in the ITC hearing for this sunset review. Both companies stated that demand for WLDLP is expected to grow and that U.S. steel companies will be unable to meet this demand. The two companies concluded their testimony by saying that the anti-dumping duties should be terminated. Despite this well-founded statement concerning the security of U.S. energy supplies, the ITC decided to place priority solely on the demands of U.S. steel companies. This is an extremely unfortunate action that can be explained only as the result of a lack of insight into the applicable issues.

We will quickly examine this decision to determine a proper course of action for the Japanese steel industry.
